Proposed K-20 Network Interim Acceptable Use Policy

The following sets forth an interim acceptable use policy to provide general guidance to K-20 participants until such time as the TOPC approves a permanent acceptable use policy.

State-provided K-20 resources are to be used only for educational purposes consistent with RCW chapter 28D. K-20 resources are those funded with K-20 appropriations. As with all state resources, no political, religious, or private use of K-20 resources is permissible.

Resale of K-20 resources by an institution is not permitted without express authorization of the TOPC. Monies obtained through resale must be deposited in the K-20 revolving fund.

Any use of the K-20 network that jeopardizes the network's eligibility for federal universal service discounts is prohibited.

For use of K-20 resources for video services, priority shall be given to educational activities with TOPC-approved phase 1 and phase 2 sites on a first-come, first-served basis. Public sector non-educational entities may use the K-20 network only as an adjunct to the existing non-educational public sector network. Private entities may not use the K-20 network at this time.

Where an institution has a question as to whether a particular use of application of the K-20 is acceptable, it shall request an opinion from the TOPC prior to committing K-20 resources to that use or application.
